Position: Entry Level Assistant Operator/ Utility Person
Description: Lambertville Municipal Utilities Authority (LMUA), located in Hunterdon County,
New Jersey is immediately seeking persons to fill one (1) full time position as an Entry Level
Assistant Operator. Operators will perform tasks associated with operating and maintaining a 1.5
mgd secondary treatment plant. Operates all equipment including sludge handling and
processing. Performs routine sampling and testing as required by permit. Operates and maintains
17 miles of collection system and four pumping stations. This position includes weekend and
holiday rotation, emergency call outs and overtime can be required at short notice.
Education/ Requirements: Applicants must have a valid NJ driver’s license in good standing,
high school diploma or GED. Must satisfy employer paid physical, drug screen and criminal
background check. Applicants must be able to lift 50 lbs. to shoulder height and be able to
communicate in spoken and written English. Electrical and/ or mechanical experience desired.
NJ Residency in accordance with the NJ Residency Law, N.J.S.A. 52:14-7.

SUMMARY
This position is responsible for the coordination of operations at the Recycling Center, Transfer Station, Landfill and Compost site.
RESPONSIBILITIES
* Recycling program includes collection services for residential homes, commercial businesses, municipal drop off areas, and several municipalities.
* Involved in maintaining compliance with all applicable rules and regulations, safety programs, special waste analysis and final disposal recommendations, site and equipment improvements, and purchasing/inventory.
* Assures compliance with all applicable local and state permits governing activities at the Environmental Park and the Pinelands Park Landfill facility.
* Follows up on all inspection reports and any notices of violations issued as a result.
* Acts as a liaison with the Wastewater Division and the Centralized Maintenance and Asset Management staff to coordinate repairs to landfill systems, leachate, and gas collection, and recycling collection, landfill and compost site equipment repairs and service.
* Directs operational staff regarding compliance with routine and extraordinary maintenance, including pre and post trip inspections.
* Collaborates with other divisions to assure maintenance and repair to onsite buildings and grounds, dust and odor control systems at the recycling center and transfer station, including work required at the Pinelands Park Landfill facility.
* Performs Contract Management duties for all relevant Solid Waste Contracts.
* Interact with bird control staff and attend meetings with FAA and NJDEP regarding management reports and remedial measures as required.
* Acts as a resource person for the Atlantic County Solid Waste Advisory Council.
* Monitor and manage collection contracts with municipalities and others for quality control/quality assurance, including staffing hours, payments, customer service, routing, vehicle assignments, tonnage review and other factors.
* Oversees the Atlantic County Clean Communities Program
* Participate in Fleetmind program implementation efforts.
* Coordinates special collection contracts requested from public and quasi-public agencies. Involved in union contract negotiations and meetings with local governments and recycling coordinators.
* Monitor applicable recycling legislation and program development throughout the region.
* Assists in Public Education activities, tours, presentations, requests for information.
* Actively participates in all relevant industry trade organizations such as: SWANA, AEA, Sustainable Jersey
* Participate and keep abreast of employee and public relation matters, Authority policy and procedures, labor union negotiations and/or step 2 grievances, and other issues that may arise. Coordinate and confer with the Human Resource Director regarding such matters.
* Conduct annual performance evaluations of direct reports and recommend merit increases as required.
* Identify training needs and initiate development of subordinates. Recommend effective personnel action.
* Provide oversight and direction to all Solid Waste Division management regarding workplace safety compliance and adherence. Ensure that management has properly trained its staff and that all safety rules and regulations are followed and monitored.
* Ensure work plans are prepared and communicated to employees at the time of hire and on a regular basis.
* Ensure performance evaluations are completed in time and are fair and accurate reflections of the work performed for the entire evaluation period.
* Ensure that employees have the necessary resources needed to be successful within budgetary constraints.
* Establish and maintain positive working relationships with co-workers, supervisors, subordinates, vendors, etc.
* Understand and interpret Authority policies and procedures and make rational decisions/recommendations in accordance with established policy.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

* Solid Waste Association of North America Certified Manager of Landfill Operations, SWANA Municipal Solid Waste Management Systems Certification, or other similar solid waste industry landfill management certification.
Candidates that do not meet this requirement may be eligible for consideration but the certification must be obtained within 6 months of position appointment.

Operations Manager/Back-up Licensed Operator (9/17/25)
Operator for the Authority’s 12-mgd advanced wastewater treatment plant, located in Boonton, New
Jersey.
Successful candidate must possess a New Jersey DEP License S-4, C-4, CDL Class B with tanker
endorsement, a high school diploma or equivalent. A college degree in related environmental field is
preferred but not required. Must possess a minimum of 10 years of experience operating a wastewater
treatment plant and sewer system which must include 4 years of direct responsible charge and
supervisory experience in a wastewater environment, as well as strong management, leadership,
decision making and communication skills.
Under the supervision of the Plant Manager or Executive Director, the Operations Manager/Backup
Licensed Operator is charged with assisting, or in the absence of the Plant Manager, with supervising,
the day-to-day operations of the RVRSA wastewater treatment plant. Duties will include, but are not
limited to the following: staff supervision; preparation of union employee staff schedule; daily process
control decisions, reviewing laboratory tests results, meter and instrument readings, and observations
by operations personnel. Responsible for the treatment and quality of the effluent discharge from the
RVRSA treatment facility ensuring compliance with NJPDEP requirements and implementing plant
facility improvements as directed by Plant Manager or Executive Director. Must be available for after-

Board’s direction of the Sewerage Authority. This position involves the use of
independent judgment in the development of procedures and methods. Supervision is

Job Responsibilities:
Include, but are not limited to the following:
1. Supervising and administering the operation of RTMUA’s Main Treatment

Prepares, reviews, analyzes, and interprets engineering drawings, specifications, and
technical manuals; and/or critiques work products from engineers engaged in

Directs and coordinates engineers in conducting studies to determine the most feasible
approaches to meeting organizational and technical problems.
Evaluates the programs, policies, operations, work activities and methods of the
treatment facilities and/or field locations, identifies problems and needs, and
implements solutions for improved efficiency/effectiveness and for utilizing available
resources.
Interprets and implements regulations concerning the maintenance and operations of
water treatment and/or sewage collection and treatment facilities; may interpret and
implement regulations concerning experimental treatment and disposal projects.

Supervises the handling of customer complaints and requests for service installations and

May be responsible for the day-to-day operations and maintenance activities of

May coordinate work among several separate locations; May be responsible for the
development and operation of a district sewage transfer system with multi-

REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a Bachelor’s degree in business
management, public administration, project/construction management, or environmental,
civil or sanitary engineering.
NOTE: Applicants who do not meet the above educational requirement may substitute
additional experience as described below on a year-for-year basis with thirty (30)
semester hour credits being equal to one (1) year of experience.
EXPERIENCE:
Six (6) years of experience in the oversight of sewer system programs and operations or related
municipal utilities or public works construction and/or maintenance programs, four (4) years of
which shall have included responsibility for the preparation of budgets, management of
supervisory staff, and oversight of organizational programs and activities.
NOTE: A master’s degree in civil, sanitary or environmental engineering from an
accredited college or university may be substituted for one year of the non-
supervisory experience.
LICENSE:
Appointees may be required to possess a license of the appropriate grade/level to
operate a public sewage treatment plant and/or a water treatment plant, issued by
the New Jersey Department of Environmental Protection.
Appointees will be required to possess a driver's license valid in New Jersey only
if the operation of a vehicle, rather than employee mobility, is necessary to
perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the procedures involved in the operation and maintenance of water
and/or sewer systems.
Knowledge of the problems involved in the design, maintenance, and construction

Position Description: The Superintendent of Asset Management will be responsible for overseeing and optimizing the
performance, maintenance, and life cycles for all assets. The focus is primarily on, but not limited to, the mechanical equipment, electrical equipment and infrastructure throughout the facility, pump stations, and collection system. This role
involves a blend of technical, strategic, system enhancement, and managerial responsibilities. The Superintendent of Asset Management will also be responsible for collaborating with cross-functional teams which include Operations, Engineering,
Maintenance, Information Technology (IT), Safety, and Finance. Proficiency in generating metrics and reports is required as they will be used in making budgetary decisions. Experience structuring assets using industry standard methodologies in a computerized maintenance management system is necessary. Knowledge of system applications as well as programming abilities will also be needed to improve and streamline applications.
Knowledge, Skills and Abilities: Must have knowledge of Microsoft Suite, Oracle WAM (CMMS), Power BI, PMWeb (PMIS), Autodesk, and SolidWorks. Must have knowledge of software languages such as Python and SQL, as well as strong database management skills. Must be familiar with wastewater treatment processes, the maintenance of
mechanical, electrical, instrumentation, and process equipment, and construction project management practices. Must have strong computer skillsets along with the ability to read/understand engineering drawings. Must have the ability to apply engineering principals and techniques to develop clear, concise and sound reports containing findings and conclusions.

Education: Bachelor’s Degree in Engineering from an accredited college or university. Advanced accreditations in
engineering, software development and/or database system(s) administration preferred.
Experience: Minimum of seven (7) years of progressive experience within the asset management field or equivalent. Work experience within a wastewater treatment environment or industrial process related environment preferred. Experience with the computerized Oracle Maintenance Management System (Oracle-WAM) and the Document Management System PMWeb preferred. Minimum of five (5) years’ experience in a supervisory position.
License and Certifications: Must possess a PE (Professional Engineer) with the state of NJ, a CMRP (Certified Maintenance & Reliability Professional), and a CRL (Certified Reliability Leader) or obtain each within one year of employment.

Shift Supervisor (8/22/25)
looking to fill the position of Shift Supervisor.
This position reports directly to the Director of Wastewater Operations and oversees the
operation of the Authority’s Wastewater plant and Collection systems on a 24-hour per
day basis.
The Shift Supervisor supervises and directs the activities of plant personnel
in the operation and routine maintenance of all wastewater treatment processes and is
capable of performing all operator duties and assumes others’ roles whenever
necessary. The Shift Supervisor is expected to assure that treatment operations remain
in functional working order, including adequate staffing and identification of any
operational problems requiring action. This is a rotating 12-hour shift position.
Assume responsibility of the overall operations of the plant facility during their
respective shift.
Operate and performs routine maintenance on valves, gates, pumps,
diesel generators, odor control systems, disinfection systems, constant and variable
speed pumps and other associated equipment as required or as directed. Monitor,
evaluate, analyze and record various information and data from strip charts, circular
charts, totalizers, gages, programmable logic controllers, computers, and other
monitoring systems to ensure proper operation.
Keep accurate payroll sheets,
personnel records and process control data up-to-date and readily accessible.
Complete a daily log of activities during the shift. Assure detailed conveyance to
incoming shift of notable events that transpired. Serve as the NJDEP licensed operator.
Monitor, evaluate and analyze the treatment processes and make limited process or
operational decisions to ensure that the treatment processes are in conformance with
NJDEP permit requirements.
Report treatment process observations to the Director of
Operations and work closely with the Director of Operations to modify treatment
operation to accommodate various flow, influent chemical and biological characteristics
and climatic conditions. Perform and coordinate work assignments to shift personnel
and ensure operational duties are completed properly. Properly track and report
absenteeism on attendance sheets and in the payroll system.
Convey to the Director of
Wastewater Operations any situations regarding personnel that would have a negative
impact on the operations of the facility. Evaluate employee performance, knowledge
and training needs, assist in employee performance reviews. Convey to the Director of
Operations any noteworthy positive or negative issues discovered through the
evaluation process. Assure that shift personnel have been provided adequate training
especially before allowing any personnel to assume another’s responsibilities due to
staff absence.
As needed, perform the duties of all plant operation positions (WPC I,
WPC II, and WPC III). Train shift personnel in standard operating and safety procedures
and routinely conduct refresher training to ensure that they are properly trained in all
aspects of their jobs. Cross train operators in all plant operations to facilitate flexibility in
assigning tasks to personnel and to promote employee upward mobility. Maintain up-to-
date and accessible plant process control data.
Assist in completing regulatory
monitoring reports. Evaluate and complete accident and safety investigation reports.
Make recommendations to avoid accidents and promote operator safety. Maintain a
current knowledge of all State and Federal regulations governing the treatment facility,
including incinerator operating permits and the NJPDES permit, ensuring that operations and record keeping are in compliance.
Identify and report problems and
breakdowns of mechanical, electrical and control devices. Report and coordinate
repairs problems verbally and through formal work order systems. Ensure that all
working environments are safe and that all personnel are adequately protected, and
equipped with adequate safety equipment and safety devices.
Monitor the operation
and respond to alarm conditions of the wastewater collection systems, (gravity sewer
conditions, submersible pumps, level controls, bar screens/baskets, odor control
systems and standby generators), including the One-Call Request system. Operates
various equipment when needed that is essential to the operation. Assist Water
Pollution Control operators and maintenance personnel as needed.
In accordance with
7:1E-212, employee shall be familiar with, and is responsible to perform the duties
detailed in ACUA’s written SOP’s regarding hazardous substances, specifically SOP
HAZ1 through SOP HAZ6. Employee is required to have Hazwoper 40 training, an
annual 8 hour Hazwoper refresher courses and shall engage in a hazardous substance
drill annually to demonstrate abilities related to position. Perform duties as directed by
Wastewater Administration.

looking to fill the position of Water Pollution Control Operator I.
This position reports to the Shift Supervisor in Operations of the Wastewater Division.
This position is expected to be responsible for the operation and maintenance of
Preliminary, Primary and Secondary wastewater treatment systems and the
mechanical, electrical and instrumentation equipment associated with these systems.
This is a rotating 12-hour shift position.
Operate and perform minor routine maintenance on valves, gates, pumps, odor control
systems, disinfection systems, constant and variable speed pumps and other
associated equipment as required or as directed. Monitor and record various
information and data from strip charts, circular charts, totalizers, gages, programmable
logic controllers, computers, and other monitoring and control systems to ensure proper
operation. Reports abnormal conditions to supervisors. Take samples of wastewater or
sludge for laboratory analysis and record sludge levels in various tanks. Prepares
chemical solutions for process additions, records, monitors and controls sludge and
chemical feed levels in various tanks. Assist all other Operations, Systems, or
Maintenance personnel as directed. Adjust, operate and perform routine maintenance
on various valves, pumps, and other mechanical/electrical equipment required to
operate the preliminary, primary, secondary and scum treatment process. Operate and
monitor large (over 500 Hp) pumps (i.e. main effluent pumps) and chemical addition
equipment. Adjust pumping and feed rates as required. Perform scheduled pump, weir
and bar screen cleaning for rag and debris removal. Monitor the operation and respond
to alarm conditions of the wastewater collection systems, gravity sewer conditions,
submersible pumps, level controls, bar screens/baskets, odor control systems and
standby generators).
WPC I Operator will be instructed and must learn to operate a roll-
off container truck and forklift. Make scheduled rounds of all facility buildings and help
provide plant security. Perform furnace cleanout duties. Remove heavy ash clinkers out
of incinerator through access doors. Clean all floors, stairways, handrails, pumping and
conveying equipment, and other equipment and process areas, areas of egress, and
areas as required or as directed by the Shift Supervisor or Relief Supervisor. Perform
and maintain inspection records in accordance with the Wastewater DPCC and DCR
Plans.
The WPC I Operator is afforded the opportunity and is encouraged to learn other
shift job responsibilities. This is accomplished by supervised “on the job training” as
time permits. WPC I operators are required to attend wastewater, maintenance,
laboratory and other professional development classes held at local Community
Colleges and through other professional organizations in order to prepare for
advancement and keep all required wastewater licenses current. Perform work safely at
all times by observing all safety rules and regulations and by utilizing all available safety
equipment. Comply with all provisions and requirements of the lockout/tag-out safety
program prior to working on any potential energized device. In accordance with 7:1E-
212, employee shall be familiar with and is responsible to perform the duties detailed in
ACUA’s written SOP’s regarding hazardous substances, specifically SOP HAZ1 through SOP
