Outstanding Commissioner
Steven Philips
East Brunswick SA

Steven Philips has been a Commissioner of the East Brunswick Sewerage Authority for seven years. Mr. Philips is a dedicated Commissioner who takes an active role in all facets of Authority operations and whose attendance records at Authority meetings and events is exemplary. He has acted in the capacity of Vice-Chairman and Acting Chairman during his tenure. Mr. Philips attends AEA conferences and meetings regularly to further his understanding of authority issues.

Commissioner Philips chairs the Authority Budget Committee. While he is diligent about the needs of the Authority, he encourages fiscal responsibility in order to protect the rate payers. As a result of his efforts, EBSA has been able to minimize rate increases and maintains a low $60 per quarter residential sewer service charge. Commissioner Philips has also helped establish a long-term plan for upgrading the Authority's twenty-two pump stations, along with the means to finance those upgrades.

During an extended illness of the Authority's long-time Chairman, Vice-Chairman Philips selflessly performed the responsibilities of the office of the Chairman while at times, preserving and honoring the incapacitate Chairman and his office.

In addition to performing the duties of Chairman, Commissioner Philips, as Chairman of the Personnel Committee, had the added responsibility of guiding the Authority through the process of hiring a replacement for the Authority's Executive Director who was retiring. He dedicated many hours to this project insuring that the process was carried out to the Board's satisfaction.

Mr. Philips is the Chairman of the East Brunswick Zoning Board of Adjustment and provides a valuable link between the Sewerage Authority and the Municipality.
